Position Summary:

Reports into a Capital Expenditures Lead of Sourcing of the Johns Hopkins Health System (JHHS). This position is responsible for executing against a sourcing strategy for capital expenditures across a range of different types of contracts. This includes day to day capital expenditure sourcing activities such as drafting and negotiating contracts, contributing to the Request for Proposal (RFP) process, developing and managing vendor relationships and implementing contracts with end users. In addition, the Capital Expenditures Buyer is responsible for conducting benchmarking activities, reviewing industry best practice, analyzing corporate spend and collaborating in cross-functional teams to achieve cost savings, increase quality, and build and maintain a competitive Capital Expenditure portfolio. The Capital Expenditures Buyer also collaborates with the capital analyst to review buy vs. lease analysis and conducts total cost of ownership reviews (e.g. cost of consumables and service agreements should be reviewed in the capital purchase process). The process of executing capital expenditures should at all times be aligned with the vision for the future of Supply Chain, namely, sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally.



A relevant bachelor’s degree is required.


Knowledge of capital expenditure sourcing strategies. Knowledge of strategic sourcing including understanding spend analytics, benchmarking, reviewing industry best practice and achieving cost reduction while maintaining or improving quality. Requires general knowledge of finances and economics of capital expenditure. Advanced knowledge of Microsoft Excel


  • Ability to execute against a sourcing strategy for capital expenditures with minimal supervision in line with JHHS Supply Chain’s strategic vision of sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally
  • Contract drafting, negotiation and management skills for both GPO and local contracts as well as managing the RFP process
  • Ability to support and enable sourcing/contracting decisions for capital expenditure through data analysis (e.g., by referencing benchmarking, industry/market analysis, buy vs. lease analysis, total cost of ownership reviews and spend analysis)
  • Ability to develop and maintain strong vendor relationships
  • Relationship building, interpersonal, communication and influencing skills
  • Ability to support the identification and implementation of cost reduction and quality improvement initiatives / projects across capital expenditure (e.g. pricing, standardization and utilization)
  • Ability to work in cross-functional teams (e.g. value analysis teams and administration support staff)
  • Ability to maintain internal customer and supplier relationships to ensure successful contract implementation and operational effectiveness
  • Supports demand planning and forecasting
  • Supports asset management

Work Experience:

Minimum of 3 years in strategic sourcing, purchasing / contracting field with a minimum of 5 years working in the capital expenditure field. Experience in a health care setting is required

Microsoft office (especially Excel and Microsoft Word), benchmarking tools, and ERP applications


Budget Responsibility:

Promotes and achieves savings opportunities to assure budget reductions whilst maintaining or increasing quality

Authority/Decision Making Level:

Ability to support sourcing decisions for capital expenditures. Will seek input from sourcing leaders and other key stakeholders for high value, strategic capital expenditure sourcing

Problem Solving:

Responsibility includes but is not limited to membership and leadership roles in various value analysis processes and committees.

Information Management:

Utilize data and reports obtained from various systems to develop or supplement reporting in support of departmental activities, such as analysis, decision making and management/stakeholder presentations

Working Conditions:

Works in a normal office environment where there are few physical discomforts due to temperature, noise, dust, etc.

Experience above and beyond the work experience requirement will be considered in lieu of degree on a 2 years of experience for 1 year of education basis
