Position Summary:

The Director of Analytics and Evaluation in the JHM Office of Population Health (OPH) is a member of the OPH leadership team responsible for designing and overseeing the maintenance of data systems and analytics that support population health management activities across the enterprise. This includes, and is not limited to, ongoing coordination and assessment of: a) emergency department and hospital admission utilization and total cost of care measurement, with additional data insights to drive concrete clinical management opportunities; b) evaluation of care delivery interventions (such as care management, behavioral health or other tactics/strategies), including rapid cycle and more advanced “difference-in-difference” approaches to understand the impact and “return on investments”; c) precision population health analytics for further stratification of high needs populations and to assess the effectiveness of identification strategies; d) community-based strategies including those through Health Services Cost Review Commission (HSCRC) and other state and federal population health programs; and e) value-based care contract opportunities through actuarial techniques.

Works with administrative and clinical team members both within the OPH, and across JHM, to measure, and assess opportunities to improve, performance on associated interventions and risk-based arrangements. The JHM OPH will standardize, coordinate and deploy population health activities and services in a strategic and data-driven way across the continuum, while improving the value and efficiency of care delivery. Serves as leader of the Data Trust Population Health Analytic Team, providing supervision through direct and matrixed reporting relationships to a team of analysts and/or developers. With additional direction from the JHM Chief Medical Information Officer, works with analytic leadership across the enterprise to support the incremental development and architecture of a shared Data Trust Infrastructure and coordinated analytics. Collaborates with analytic experts throughout Johns Hopkins University and JHM on areas of shared interest.

This role requires a high level of understanding of health system processes, clinical data, and business intelligence (BI). Responsible for maintaining a firm understanding of benchmarking tools and methodology, the HSCRC waiver, initiatives to control increases in total hospital revenue per capita, and in changes required by HSCRC regulations for JHHS.


Reports to the Executive Director, Administration, in the JHM Office of Population Health, and has an indirect dotted line reporting relationship to the JHM Chief Medical Information Officer. Will oversee pertinent analytic staff and provide indirect supervision for Data Trust Population Health Analytic Team members that are not direct reports.

Education/Work Experience:

A Bachelor'scdegree in Healthcare Administration, Public Health, Information Technology, Biostatistics, Analytics, or related field is required. Masters Preferred. Requires a minimum of 7 years of progressively responsible experience in health care data management, analytic operations, financial/health care data or other related, including 3-5 years of management experience.


Sk Must have substantial interpersonal and communication skills necessary to interact with leadership, direct staff, collaborate with peers, exchange information, and answer questions. Ability to convey technical methods, approaches and plans to audience of varying degrees of technical understanding including clinical and business stakeholders and technical team.

Requires analytic, planning, and organizational skills needed to manage many projects or responsibilities. Ability to exercise sound judgment in handling sensitive and confidential information and situations. Expert capability to turn data into information that meets the needs of decision makers.

Requires high level of analytical ability and data management skills, including understanding of databases, data pipelines, business intelligence, statistical and data visualization tools.
