Position Summary:

Responsible for the day-to-day planning and decision-making for a range of IT services for a department or unit, or responsible for a single function for the university, health system or both. Manages the IT strategy, infrastructure, development, and support within the organization. Develops and implement plans and policies for service delivery in support of organizational operations. Represents departmental leadership in divisional and interdivisional meetings related to IT policies and operations. Leads large scale projects, which may include those requiring multi-disciplinary coordination and significant vendor collaboration. Has day-to-day responsibility for a variety of technologies and applications with a focused customer base, or a focused set of technologies with a wide and diverse customer base. Supervises IT team. Recognized as an expert in group’s realm of responsibility.

The scope of authority of the IT Senior Manager encompasses one or more major highly complex/technical IT functions (e.g., networking, telecommunications, applications, Web services, etc.) that significantly impact operations and support the entire university, health system, or both.

Typically has moderate size staff comprised of IT staff as direct and indirect reports, which may include LAN and Systems Administrators, Systems Engineers, Programmer Analysts, and Senior Technical Support Analysts. Develops operating budget and participates in the setting of budget priorities in area of responsibility. Leads projects which vary in complexity and may involve coordination and collaboration with other IT groups at JHU/JHHS as well as outside vendors.


A. Education: A Bachelor’s degree coupled with a minimum of 7 years of management experience is required. Additional education may substitute for required experience and additional related experience may substitute for required education.

B. Knowledge High level knowledge of all technologies within area of responsibility; Track record of collaboration with peers, colleagues and lower level staff; Proven ability to prioritize work and ensure projects and workloads are completed on time while maintaining high morale; Ability to prioritize conflicting demands; Excellent written and oral communications skills; Politically aware and able to maintain confidentiality; Act and speak professionally in formal and extemporaneous situations; Demonstrated exemplary customer service skills

C. Skills: Applicants must possess proven written, verbal, and interpersonal skills as well as strategic planning skills. They must have advanced experience with the range of supported technologies. Project management experience is desirable.

Formulates business problem solutions using technology. Facilitates customer system issue resolution by clarifying the issue and allocating the appropriate resources to effectively and efficiently bring the issue to closure.

Information Management:

Using effectively constructed metrics, must be able to monitor and review status reporting for projects, service requests, issues and problems. Brings issues to closure and prevents future issues by planning for continuous operational improvements based on effective assessment of these reports.

Working Conditions:

Works in normal office environment where there is little discomfort to extremes of dust, noise, temperature and the like.
