Supports daily oversight and management of operations. Responsibility includes maintaining oversight of operational activities that impact member experience and analyzing available member data to understand the member experience and identify areas for improvement. Works with Operations team and other contributing areas to ensure that all member complaints are reviewed and remediated in a timely manner and interventions are established to minimize future risk. The Program Manager will provide critical support to the development of our member retention strategy and tactics specific to the specified line of business and ensure the day to day execution of member satisfaction initiatives.

Requirements:

  1. Education:

Bachelor’s degree required, with a concentration in Business Management preferred. Master’s Degree in a related field is a plus.

B. Knowledge:

Work requires the ability to work in a rapidly changing managed care environment while maintaining CMS requirements. Must be familiar with managed care products, operations, delivery systems, process improvement, organizational development and assessing customer expectations. Knowledge of CMS, Health Plan Management System (HPMS) desired.

C. Skills:

Work requires excellent writing and verbal communication skills and excellent analytical skills. Work requires excellent leadership, teamwork, interpersonal, influence and communication skills to allow incumbent to interact effectively with all levels of personnel and external contacts; demonstrated ability to persuade, communicate clearly, and cooperate with other managerial staff to achieve overall organizational objectives.

D. Required Licensure, Certification, Etc.:

None.

E. Work Experience:

Work requires a minimum of five years of demonstrated performance experience within a health care and/or managed care environment. Experience with Medicare and healthcare compliance as it relates to CMS. Medicare Advantage experience preferred

Computer, electronic mail, telephone systems, general office and communication equipment.

A. Budget Responsibility:

Forecasts, plans and manages department-wide budget. Makes cost conscious decisions regarding purchase recommendations and spending. Considers cost effective alternatives.

Fiscal awareness; makes appropriate recommendations for equipment, supplies, etc. Effectively utilizes resources within control and budget working to effectively maximize revenue opportunities while managing organizational and project/program related expenses

B. Authority/Decision Making Level:

Independently makes decisions on all issues related to the department and vendor relationship. Organizes and prioritizes work to meet changing priorities. Makes decisions within the scope of authority and established guidelines seeking direction from the appropriate supervisor or director when necessary. Arrange schedules to meet project needs.

C. Supervisory Responsibility:

Responsible for all aspects of management for program operations. Assigns work and provide guidance and direction to others. May delegate to other members of the project team or other colleagues where appropriate and when required.

Problem Solving:

Work requires incumbent to be capable of accurately diagnosing performance gaps and thinking strategically to resolve underlying problems. Also resolving issues before health plan performance results are impacted. Ability to assess, plan and implement projects. Awareness of need for timely communication, able to identify potential barriers and strategies, and able to synthesize and integrate information.

Information Management:

Must be able to draw conclusions from data, track trends and determine solutions. Able to read and interpret variety of reports. Ability to input, manage and extract reports and other information.

Working Conditions:

Works in a normal office environment where there are no physical discomforts due to temperature, noise, dust, etc., Work frequently produces a high level of mental/visual fatigue due to attention to detail and adherence to deadlines. Off hours work may be required from time to time to accommodate client or project/program needs. Some travel may be required.
