Job Summary

The Director of Procurement Operations will report to the Senior Director of Procurement for the Johns Hopkins Health System (JHHS). The position will be responsible for the oversight and administration of daily procurement and SAP data master functions. In this role, the individual will be held accountable to the development and implementation of a key performance indicator-based performance model for procurement and the data master team, including but not limited to transactional efficiency and accuracy rates, costs to serve the institution and invoice liability measures. The position shall be responsible for the identification and implementation of enhanced and more efficient workflows for Procurement and shall ensure buyers are managing the full lifecycle of the purchase order through receipt of confirmations, resolution of account issues and estimated ship dates for open orders. To support this implementation, the position will be responsible for the implementation procurement based strategic initiatives, including but not limited to the redesign of procurement and supply chain systems operations. This will involve building relationships across the corporate supply chain divisions and the larger institution to ensure an understanding of interdependent processes, user engagement with supply chain systems and anticipated customer service outcomes.

In addition to the implementation of strategic improvement opportunities, the position is also accountable for the oversight of supply chain informatics responsibilities, including the maintenance and management of the SAP data master which encompasses all item and vendor attributes. In this function, the position will be responsible for ensuring and reporting on accuracy within the data master, including the consolidation of item and vendor masters to ensure higher efficiencies in SAP related purchasing and invoicing transactions. The position will also be responsible for the maintenance and optimization of GHX, the health system’s electronic data interchange (EDI) platform with direct oversight of increasing transactional output through EDI to minimize manual and indiscernible purchasing transactions. Position will also be accountable for increasing the integrity of the supply information currently provided to the health system’s electronic medical record (EMR) system, EPIC, through continuous audits of documentation and coding in case data.

The position will also be responsible for driving efficiencies and coordination with accounts payable and the purchase order to invoice exception resolution process. The position will be held accountable to improving match exception rates, driving improved efficiencies in the exception resolution process. The position will be required to manage and monitor payment terms to ensure invoice discounts are achieved as a means of driving value to the organization. Finally, the position will be responsible for cataloging credit limits across suppliers as a means of avoiding credit holds and ensuring product or service ability for the institution.

Qualifications

Bachelor’s degree in business, healthcare administration or supply chain required. Master’s degree in business, supply chain or health related field preferred.

7-10 years of progressively responsible related experience including 3-5 years of management experience in operations development, procurement experience, or IT/Analytics in a supply chain environment required.
