The incumbent will work onsite at JH Sibley Memorial Hospital, Washington DC and JH Suburban Hospital, Bethesda, MD

Reporting to the Director, Workforce Development, the program manager is responsible for the integrity and coherence of the Sibley and Suburban Hospital workforce development efforts. The incumbent will work closely with employees to support career development, skills enhancement, and adult program(s). Incumbent will also work closely with JHHS Central HR Office of Workforce Development to ensure alignment of efforts. The Workforce Development (WD) program manager will develop and maintain the program environment to support all projects and services within the hospitals. The WD program manager is responsible for the effective coordination of the program's projects/services and management of their operations, data, and reporting requirements as defined by JHHS & WD Director, and inter-dependencies including oversight of any risks and issues arising. This will include the coordination of the new capability for the business to enable effective change and realization of projected benefits.

The WD program manager is crucial for creating and maintaining focus, enthusiasm and momentum in the program(s)/ service(s), and will provide leadership and manage multiple projects related to performance improvement in the program(s)/service(s) within the constraints of scope, quality, time, and cost to deliver the specified requirements, which will include, but not be limited to: a) project planning initiatives that seek to improve quality and reduce the cost and maintaining associated timelines and accountabilities; b) serving as the point of contact between the program(s)/service(s) and individual participants to facilitate communication, coordinate activities, or to gather, develop, maintain and provide operational reports and data as requested by leadership; c) supporting the program(s)/services(s) efforts aimed at optimizing documentation, data/reporting requirements and risk adjustment; d) helping to coordinate the program(s) activities between the evidence-based practices core, quality improvement, information technology, and analytic requirements; e) assisting with meeting/committee preparation, coordination, and sharing summaries.

The WD program manager will provide project management expertise to develop and implement WD project plans across the Health System, teamwork assignments, coordinating work efforts, identifying resource needs, and escalating issues appropriately. The WD program manager will identify the people, process, analytics, and technology changes needed for the program’s/service(s) successful strategy implementation and will coordinate and synchronize the efforts of the assigned entities or individuals with project management. This role will work collaboratively with other JHM strategic priorities to inform and integrate the program’s efforts and other relevant initiatives.

ESSENTIAL FUNCTIONS

  • In consultation with the Director responsible for planning and designing the program(s) and proactively monitoring its progress, resolving issues, and initiating appropriate corrective action
  • With the Director responsible for defining the program's governance arrangements
  • Responsible for ensuring effective quality assurance and the overall integrity of the program(s), focusing inwardly on the internal consistency of the program(s), and outwardly on its coherence with infrastructure planning, interfaces with other programs, and corporate, technical, and specialist standards
  • Monitoring expenditure and costs against delivered and realized benefits as the program progresses
  • Facilitates the appointment of individuals to project teams
  • Ensures the delivery of new services from projects is to the appropriate level of quality, on time and within budget, in accordance with the program plan and program governance arrangements
  • Ensures there is allocation of common resources and skills within the program's individual projects
  • Manages third-party contributions to the program and communications with all stakeholders
  • Manages both the dependencies and the interfaces between projects
  • Manages risks to the program's successful outcome
  • Works with the business change managers or equivalent on the transition to the new business-as-usual position
  • Initiates extra activities and other management interventions wherever gaps in the program(s) are identified or issues arise
  • Reports the progress of the program at regular intervals to program leadership

Education:

A Bachelor’s Degree in Business in Health Administration, Project Management or a related degree is required; a Master’s Degree is preferred.

Knowledge, Skills, and Abilities:

  • Knowledge and experience in Workforce Development programs and pathways to employment within a large organization, working with internal organization department managers & directors, community organizations & public agencies, and secondary and post-secondary educational institutions
  • Knowledge of techniques for planning, monitoring and, controlling programs
  • Knowledge of project management, financial analysis, and business/strategic planning is required.
  • Knowledge of Managing Successful Programs Methodology, Quality Management, Planning and Administrative theory, and Customer Service Theory is preferred.
  • Knowledge and experience related to project management and implementation of strategic initiatives.
  • The ability to use PMIS to plan a project with tasks, efforts, and resources.
  • High level of interpersonal skill, written and oral communication necessary to interface with various levels of management.
  • Ability to work independently and meet scheduled time frames; manage multiple projects simultaneously; and prepare oral and/or written presentations to senior management.
  • Ability to compile and coordinate high-quality reports, proposals, and written work products for customers.
  • Must have a high level of spreadsheet, database, presentation, and project scheduling and word processing software skills.
  • High level of meeting management, computer, teaching and training, organization and time management, and High level of leadership/facilitation skills.
  • High level of analytical ability necessary to identify and illustrate relationships among activities, and recommend courses of action based on making choices among alteralternativesdesign recommended.

Required Licensure, Certification, On-going Training:

Professional (PMP) or equivalent project/program management certification is strongly preferred.

Work Experience:

  • 5-7 years of experience managing Workforce Development programs and projects that must include:
  • Minimum three (3) years providing project or team leadership
  • Minimum three (3) years experience working on project(s) involving project life cycle methodologies
  • Minimum three (3) years experience managing project budgets
