SUMMARY

Develops departmental policies and procedures and manages their implementation in accordance with departmental strategic objectives or initiatives. Prepares staffing and budgetary plans, and manages resources to achieve department goals. Performs general managerial duties such as supervising staff, planning, scheduling, budgeting, data analysis, reporting, and performing presentations. Represents the department to customers and the Hospital to patients, visitors, or interested parties. This work is performed under the minimal supervision of the Sr. Director, JHHS Facilities.

Clinical Engineering staff are integrating to create the JHHS Clinical Engineering team that serve JHH, JHBMC, HCGH, JHMMC and various JHCP sites.

The Assistant Director leads efforts to streamline and reduce redundant services and to leverage expertise across the health system.

Provides leadership to biomedical engineering technicians, engineers and support staff to ensure work is completed on schedule, within budget and in compliance with applicable codes and regulations. Oversees the procurement, acceptance testing, installation, maintenance and repair across multiple campuses.

Oversees staff conducting investigations of all medical equipment reports (ie HEROs), recalls, SMDA reports, etc.

Works with staff, clinical staff, project management and procurement on system-wide fleet purchases as well as individual medical devices.

Provides leadership on multidisciplinary committees developing and implementing alarm management, nurse call and physiological monitoring innovative solutions for systems integration.

Clinical Engineering is responsible for the maintenance of 100,000 medical devices. It is critical we ensure compliance with TJC requirements for acceptance testing and preventive maintenance as well as Federal requirements for incident reporting.

  • Communicates status of respective annual operating plan and budget to senior management.
  • Participates in and contributes to senior management’s departmental planning efforts.
  • Develop guidelines for specific areas of operations.
  • Develops, clarifies and enforces work standards, policies and procedures.
  • Establishes staffing requirements and performance standards
  • Establishes work plans and performance plans with subordinate staff.
  • Provides technical leadership to organization, providing technical assessment, advice and expertise in area of proficiency.
  • Furthers technical knowledge through periodic re-training, seminars, and reading. Contributes to Department’s technical knowledge by disseminating new information and technology to subordinates and peers.
  • Reviews and analyzes documentation of work performed by assigned staff and vendors; monitors compliance with standards for completeness, accuracy, timeliness, cost and contractual terms.
  • Documents the job performance, work behavior and associated counseling of assigned staff; provides required corrective training; in consultation with Facilities management, implements progressive discipline according to JHH Human Resources guidelines.
  • Ensures that operating programs reflect Hospital improvement efforts (e.g., engineering standards, standard specifications, special projects).
  • Ensures that institutional priorities, imperatives and patient care initiatives are addressed and supported by program implementation strategy. Observes and assesses existing conditions and situations in facility.
  • Uses relevant references to ensure program success. Ensures that proper codes/documents are available to and used by staff.
  • Investigates and recommends changes to improve facilities management efforts. Delegates or conducts code/zoning/regulatory/other investigative searches as necessary. Participates in master planning activities.
  • Attends departmental, JHM and/or external meetings as a member or designee. Prepares agenda, materials and/or keeps minutes of meetings attended.
  • Upon request, participates in Facilities semi-annual shop stock inventory.

QUALIFICATIONS

Education:

  • Bachelor’s degree in Architecture, Engineering, Construction, Business or related field.
  • Or, equivalent level of knowledge as obtained through 15 years of comparable experience in medical facilities, including 10 years at a healthcare environment / in a supervisory capacity.

Knowledge, Skills, and Abilities:

  • Detailed, functional knowledge in the field of facilities engineering, construction and maintenance.
  • Knowledge of contracting procedures and language.
  • Knowledge of financial policies and regulations
  • Detailed, technical knowledge in one or more engineering, design, construction or maintenance field.
  • General, technical knowledge in two or more engineering, design, construction or maintenance fields.
  • General knowledge of personnel policies and procedures.
  • Knowledge of safety rules, procedures and practices, including the proper use of safety equipment as defined by OSHA and industry standards.
  • Knowledge of, JCAHO, applicable regulations and all local, state and national codes.
  • General, functional knowledge of computer applications (PC- and network-based), including Windows, departmental e-mail, word processing, database, spreadsheet, project management, presentation and CAD packages.
  • Proficient written and verbal English communication skills, on a college graduate level.

  • Compiles data to demonstrate the justification of decisions, procedures and policies.
  • Investigates facilities failures and determines causes and solutions.
  • Reads and interprets complex engineering and construction documents, service manuals and other, technical and financial documents.
  • Directs the creation of, and follows complex instructions on blueprints, drawings and oral instructions.
  • Compiles, analyzes and reports data concerning staff activity/products for own purposes and for department senior management use.
  • Effectively communicates (written & orally) with supervisor and departmental/JHM staff.
  • Understands, and assimilates, JHH and departmental policies, procedures and systems
