JOB SUMMARY:

  • Directs and coordinates activities of personnel responsible for the formulation and presentation of Capital, Cash, and Operating budgets for the System
  • Responsible for monthly financial reporting, including variance analysis, and provides ad hoc reporting and analysis for management upon request; work closely with the Director to oversee and improve financial reporting and ad-hoc request
  • Responsible for the capital budget, managing the capital budget, including maintenance of the capital budget system, with the capital lifecycle process, asset management, assisting with analysis to help executive leadership make decisions on capital projects
  • Responsible for the development of the annual operating budget including oversight of the budget system maintenance, developing and documenting process and workflow for operating budget development
  • Responsible for the development and management of cash budget in partnership with corporate functional teams like Treasury, Accounting, Asset management
  • Responsible for oversight and maintenance of productivity systems and benchmarking systems, and regular production of reports and enhanced utilization of reports by managers through education, training, etc.
  • Assist with the development of a multi-year long term financial plan for the hospital that supports the strategic objectives of the institution
  • Scope of decision-making can be made independently and reflect critical thinking
  • Direct oversite of local finance staff; work with the team to proactively identify opportunities for improvements and efficiencies in operational areas
  • Collaborates with management in developing plans for improved performance; structure and analyze complex decisions (business plans, new programs, capital v. operating, make v. buy, quality costs, etc.) and business transactions; formulate a recommendation for business decisions; support the implementation of business initiatives; and to ensure the timely evaluation of all business decisions implemented
  • Responsible for regulatory reporting including but not limited to monthly and annual HSCRC reports, HSCRC Annual filing, Medicare cost reports, community benefit reporting
  • Responsible for onboarding new managers and personnel with supervisory roles in operational areas and orienting them to finance tools, systems, and policies so they can discharge their fiduciary role effectively
  • Oversight of SHHS entity, Joint Ventures, and Foundation for financial performance
  • Provide insight and recommendations into month-end financial close processes
  • Monitor the financial performance of departments in the hospital in coordination with other staff in the finance department
  • Directs and coordinates activities of personnel responsible for routine delivery of financial, productivity, and statistical reports
  • To support the designated corporate agent(s) in the negotiation of business arrangements with external parties
  • Play a key leadership role in the finance organization, including improving management reporting, mentoring team members involved with capital and operating budget analysts, and assisting with business optimization.

EDUCATIONAL REQUIREMENTS/PREFERENCES:

BA or BS in Finance, Accounting, or another related quantitative discipline

EXPERIENCE/REQUIREMENTS:

  • Three to Five years experience in a hospital or health system financial leadership position with direct knowledge and experience of financial reporting, accounting, and budgeting.
  • Minimum of Five years experience in financial planning and accounting; progressively responsible professional experience in leading and reporting on capital & operating budget development, regulatory revenue analytics, payroll/time and attendance, and regulatory reporting. Preferred experience in Medicare cost reports, HSCRC annual filings, and productivity reporting for hospitals and physicians.
  • Three years of experience in healthcare financial management is required.
  • Demonstrated effectiveness in problem-solving and managing change to improve organizational performance desirable
  • Knowledge of vendor transaction process and accounting standards and cost accounting principles
  • Supervisory experience required
  • Experience with long-range capital planning.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Requires effective customer service and organizational skills
  • Demonstrated ability to present ideas logically and concisely to diverse audiences at all organizational levels, both verbally and in writing.
  • Demonstrated ability to establish rapport and effective working relationships with business partners, supervisors, and peers.
  • Proven ability to use various computer applications, particularly MS Office & database programs and analysis tools, for data management, research, analysis, and reporting purposes. A high level of skill in Microsoft Excel is required.
  • Requires knowledge of hospital EMR system applications like EPIC
  • Preferred experience with Capital planning and budget tools like EPSi, Stratajazz, Budget Advisor, etc.
  • Requires ability to read, analyze, and interpret complex regulations and documents, financial and business reports, and technical journals
  • Requires knowledge of the principles of accounting, budgeting, control systems, cost finding, financial analysis, and financial modeling
  • Requires knowledge of the principles of process analysis, management, and performance improvement
  • Requires ability to work with and apply mathematical, statistical, and financial concepts
  • Demonstrated activities that show good knowledge of HSCRC reimbursement principles & regulations
  • Demonstrated activities that show good knowledge of Medicare & Medicaid reimbursement principles & regulations

Salary Range: Minimum $46.27 per hour - Maximum $80.96 per hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
